The future of Public Service Broadcasting in the Nations and Regions

Ofcom has now launched the second phase of its review on the future of Public Service Broadcasting (PSB) - click here for full details. In its first consultation, Ofcom put forward four potential models for the future structures and models to deliver PSB. This second consultation considers these issues in greater detail and looks in particular at the picture outside of London.

The consultation comes at a moment where the television and communications industries are faced with changes due to new technologies and shifting patterns of consumption.

At this event on 28 October in Bristol, we will explore in depth the key issues raised in the second phase of Ofcom's PSB review and their potential impact for both industry and consumers outside of London.

Starting with a keynote address from Stewart Purvis, Ofcom Partner for Content & Standards, the event will seek to gather opinion from industry experts and provoke debate on the future of PSB in the UK.

This event is aimed at: key broadcasters; public sector stakeholders including Regional Screen Agencies and Regional Development Agencies; policymakers; production companies; digital media companies; journalists - TV, print, online - and relevant trade bodies.

1100 > 1145 - Keynote address (including Q&A)
Setting out the big picture, Stewart Purvis, Ofcom Partner for Content & Standards (and ex-CEO ITN) presents the scope of Phase 2 of the PSB consultation and highlights the key issues for debate.

1145 > 1230 - Making it work for the future: the great debate
Key industry figures explore the options for the future of PSB raised within the consultation, looking at their advantages and disadvantages from a Nations & Regions perspective and presenting personal views from their specific standpoint. Speakers include Prof Ivor Gaber - Professor of Media and Politics at the University of Bedfordshire, Charles Wace - Chair of PACT and Caroline Diehl - Chief Executive, Media Trust. The session will be chaired by Steve Perkins, Head of Content Policy at Ofcom.

1230 > 1345 - Lunch

1345 > 1500 - Nations & Regions Question Time
An opportunity for attendees to put their questions about the future of PSB and Ofcom's PSB review to a leading group of media practitioners. Issues raised may include regional quotas, regional and local news and ITV's role as a PSB. Speakers include Stuart Cosgrove - Director of Nations and Regions at Channel 4, Pat Loughrey - Director of Nations and Regions at BBC, Steve Morrison - CEO, All3Media and Michael Jermey - Director of ITV Regions. The session will be chaired by Roger Laughton - Chair, South West Screen.

1515 > 1630 - New forms of PSB - content now & in the future
Within its review of the future of PSB, Ofcom posited a radical departure from the simple broadcast model and described a different world of multiplatform, digitally distributed content. Where are we now on that journey and what will PSB content look like in the future? Some examples of new production and thoughts on future opportunities. Speakers include Andrew Chitty - Ilumina,Darius Pocha - Enable and Tom Loosemore - 4IP.
